Environmental Justice Assessment Report for the City of River Rouge, Michigan

From January-April of 2024, we (five University of Michigan graduate students) were asked to draft an Environmental Justice Assessment (EJA) for the City of River Rouge by River Rouge’s planning consultant, McKenna.
What is the Environmental Justice Assessment? The EJA is one way for the City to evaluate a proposed action (defined widely to include ordinances, policies, plans, proposals) to determine whether or not the action improves environmental quality in River Rouge. This report contains a summary of the principles and process used to develop the EJA, and recommendations drawn from case studies, engagement and research. The Environmental Justice Assessment and two tests of the EJA on existing River Rouge ordinances are located in Appendix B. Case studies, which informed recommendations, are in Appendix C. This report presents information about the process for developing the Environmental Justice Assessment. Whether you are well-versed in the subject or encountering environmental justice tools for the first time, our goal is to ensure that the content is easily understandable and user-friendly. We have structured the report in a logical way by incorporating headings and visual aids where appropriate. In order to make this report as accessible as possible, each major section is described here. |
